Introduction to HIV M&E Partnerships

‘The grip of AIDS will only be broken by effective programmes at country level. The difficulty is that agencies and funders ...operate quasi-independently of one another.  What never happens is an event or process to develop integrated country strategies that focus only on the country – not on the interests of the agency, funder, or constituency…’
Richard Horton, The Lancet, Vol. 368, August 26, 2006: pp 716-718

M&E partnerships are part of the “people, planning and partnerships” ring of the 12 components of a functional HIV M&E system. Establishing and maintaining strong partnerships is a way in which a group of diverse people from different organisations can work together around the same set of objectives. This is especially important for an HIV M&E system, given that many of the people involved do not work in the same institutions or come from the same sector.
