Linked national, sub-national and sectoral M&E plans are part of the ‘people, partnerships and planning’ ring of the 12 components of a functional HIV M&E system. A national HIV M&E plan, together with a costed M&E work plan, is at the heart of HIV M&E systems as it describes the purpose of the system, the data the system will collect and details of how the system will operate.
