"Not everything that can be counted counts, and not everything that counts can be counted."

This Component is part of the middle ring of the 12 components, which deals with the collection, capturing and verification of data needed for the HIVM&E system. For HIVresults at all levels to be measured, the entire gamut of input, output, outcome and impactdata are needed. Figure 8.1 illustrates the different types of data required. Input and outputmonitoringdata are important, as these answer questions about the resources and interventions needed and provided, and whether planned programmes have been implemented. Input and outputmonitoringdata are collected through routine monitoring systems, and are addressed by this Component.
