The GAMET HIV Monitoring and Evaluation Library Help Menu


What is contained in the Resource Library?

The GAMET HIV Monitoring and Evaluation Resource Library is a set of electronic resources (HowTo guides, tools, guidelines, country examples and other electronic resources for download) for the strengthening of national, sub-national and sectoral HIV monitoring and evaluation systems, for Task Team Leaders to manage their HIV results, and for the development of results-based HIV strategic plans.  

Resource Library Intro

This section provides some background to the Resource Library focusing on why the Library was developed; what the goals are; who the intended audience it; how the Library is structured; what the intended benefits of the Library are and who developed the Library.

1) 12 Components:  HIV M&E Systems

Twelve Components have been identified that contribute to a functional, national and multisectoral HIV M&E system.  This section within the Resource Library is assigned to detailing each of these components.  Reference to each of the 12 Components is provided in standard sub-sections:  Information,  which includes definitions; goals and performance building blocks; benefits; lessons learned and methodologies;  HowTo Guide/s which includes the purpose, objective and structure of the Guide with then provides step by step guidelines on how to make a specific aspect of the Component functional; frequently asked questions (FAQ): which include a number of common questions, together with answers, asked relating to the Component and finally resources; which includes a listing of all the resources provided within the flash disk that relate to the specific Component. 

2) Listing of all HowTo Guides

Within this section, each of the HowTo Guides, that are attached to the 12 Components: HIV M&E Systems (described above), are provided as a quick reference.   The listing of Guides is linked to take you to the appropriate place within the section on the 12 Components to read the HowTo Guide or access the resources linked to the specific Component.

3) HIV Analytical Work

This section of the Resource Library provides an overview of the analytical work undertaken and supported by GAMET, which includes:  Regional and national epidemiological and response syntheses; Programmatic evaluations;   Systems Evaluation;  Service delivery evaluation (operations research);  Cost-effectiveness evaluations and  Value-for-money evaluations.  This section provides links to access different resources relating to the analytical work undertaken by GAMET and their partners.

4) Planning for and Managing HIV Results

This section is a handbook to support countries as they formulate new HIV and AIDS policies and/or develop or revise their national strategy, by introducing an approach to thinking and planning that is guided by evidence and oriented towards results.  The handbook is developed around specific guidelines; including an introduction to “Managing for Results”; providing a global  context to HIV and AIDS; using evidence to ground the results cycle; applying the results cycle to strategy formulation; the HIV strategy document  and conclusions. The guidelines are provided to for countries, implementing partners and NGOs to adapt for their own use and as appropriate to the situation.

Opening Screen

The Opening Screen is a graphical representation of the Resource Library with buttons that link you to parts of the actual Resource Library and the content within. When you hover over the buttons on the Opening Screen, there is an information box that provides information on what the button is for or where it will take you to should you click on the button, e.g. ''''ENTER'''' will take you into Resource Library and straight to the Introduction of the Resource Library. Once you leave this Opening Screen and click through to the Resource Library, you cannot access this Opening Screen from the Resource Library.

Explanations of buttons shown on the Opening Screen:

This keyword search allows the user to search for a page or document containing a particular word/phrase.

Parts to a typical screen

A typical screen in the Resource Library holds  vast amount of information and several options for the user. The information has been split into sections, noted in a schematic representation below with information tags.

Top Horizontal Menu (Grey)

Contains general information (e.g. About) and other information (e.g. Glossary, noted in Special Functions below) needed in conjunction with the Sections on the left hand side.

Left Hand Side Menu

The Introduction, Sections and Components of the Resource Library are accessed by clicking on the left hand menu options. Once you click on the left hand menu option, a related content page will appear on the right.  Use the Left Hand Side Menu to move between different sections within the Resource Library.

Content

Once you click on the left hand side menu, a page with a title, new content will appear on the right hand side in the white pane.  The content relates to the appropriate section you have chosen from the left hand side menu.

Content Navigation

At the top of each page, there will also be  navigation options. This allows you to quickly and easily access the categorized information e.g. Info or HowTo Guide, or a specific chapter in the Handbook. The Bold highlights the location of the user at a given point.

Resource Windows

Some content pages will have content and images, other content pages will also have the Resources accessible through the Right Hand Resource Windows. Simply click on the resource to open it or with the right click of the mouse you may elect to save the resource file to a different directory on your computer.  The resource listing within the resource window, also has an icon to show the format or file type that the resource is provided in; e.g MS Word, Acrobat reader (pdf); Ms Excel, etc.  You will need to have these programmes installed on your computer should you wish to open a resource in the given format.

Puzzle Graphic or other image

Some content pages will also have a ''''Puzzle'''' Graphic, or other image on the top right corner. The graphic is specific to the component or content you are currently viewing.

Grey Bar at foot of the page

The grey bar at the foot of the page provides a quick link to information relating to GHAP, GAMET, Contact and © Copyright information. To access the GHAP and GAMET information you need to have an Internet connection, as you will be taken to the appropriate web pages.


Basic functions available

Each page has certain functions available.These have been noted below graphically as well as explanations provided.

Expand / Collapse


Allows the user to ''''open'''' or ''''close'''' the items reflected within the left hand side menu.  The [+] denotes that there sub menu options are available that can be ''''opened'''' (by clicking on the + sign) and the [-] denotes that all the sub menu options are listed.

Vertical Scroll Bars

Allows the user to scroll vertically up or down the content page to view the information.

Content Links

Within the content, words/images have been linked to allow the user easy reading and referencing. Links can be in the form of links to parts within the page, links across different pages, links to resources and links to web pages.

This links to a section within a page.  By clicking on ''''Back to top'''' the user can get back to the top of a listing, or the top of the page in order to make a selection to move to a specific location within the page.

Resource Listing

One of the consistent content navigation Items is ''''Resource Listing'''', this shows all Resources that are related to the specific page or section within the Resource Library.  Again the user has the option to open the resource from the listing, or by using the right click, the user could save the resource file to another location.

The Resource listing provides an alphabetical listing - by clicking on the appropriate letter of the alphabet, the listing of the resources is limited to titles that begin with the selected letter of the alphabet.  By clicking on ''''full lisCitationst'''' the full listing of resources for the specific page is returned.

The listing can also be sorted by the different types of information, relating to the resource, that is including in the listing, e.g. year; author or name.  The up arrow provides an A to Z or 0 - 9 listing, while the down arrow will invert the sort.

''''All''''

''''All'''' is a content navigation item that allows the user to view ''''All'''' pages in that particular navigation row only e.g. Definitions, Building Blocks, Benefits, Lessons Learned, Methodologies. This usually only pertains to Components.

Note that the "All" option will not include the introduction., this needs to be accessed from the left hand side menu.

Glossary of Terms

Glossary Terms are listed and defined in the Glossary provided.  All terms contained within the glossary are highlighted in grey.  When the user ''''hovers'''' or moves their mouse over a highlighted term within the content area the definition is shown in a tag window.

Citations

A citation is a reference to a book, article or published item. It is used to give credit or to acknowledge the influence of previous works. By clicking on the ''''Citations'''' menu option the user will be taken to a listing of citations.

Site Map

This page lists all the pages contained within the Resource Listing.  This is provided as an easy referent to the structure of the Resource Library.

By clicking on the menu option, the user will be taken to the Site Map where specific pages within the Resource Library can be accessed.


Special functions

Special functions assist the user to access and use the Resources.

1. Search

The search program is used to search for a particular Resource or content page by using a key word. Contact can be accessed from within the content pane, by clicking on ''''Search'''' in the Horizontal Grey Navigation Bar, on the left hand side.This will open another page, noting the next steps forward, click on ''''Open Search Program''''.

Once the program is open, you may select between a ''''Word Search'''' and or a ''''Resource Search'''' by selecting one of the Tabs on the top left hand side.

''''Word Search''''  
To perform a general word search, type in the keyword and click on ''''Search''''. The program will scan inside the pages and resources and return all matches containing the criteria. To perform a more advanced search, click on ''''Advanced Search'''', a window will open with selections the use can make (by ticking or selecting (or deselecting) the check boxes) before clicking on ''''Search''''. This helps narrow  the number of results returned as it is a more refined search.
 
''''Resource Search'''' 
To search for Resources only, not content of the Resource Library, click on the ''''Resource Search'''' tab. Type in the keyword and click on ''''Search''''. The search program will scan the resource file names only and return matches to the criteria provided. To perform a more advanced search,  select items from the drop down list and then click on ''''search'''' e.g. Language - English, or Country - South Africa.This helps narrow the number of results returned as it is a more specific search.

2. Contact

Contact lists the contact information and respective links in order for the user to make contact with the correct persons. ''''Contact'''' can be accessed from within the content pane, by clicking on ''''Contact'''' in the Horizontal Grey Navigation.

3. Glossary

The Glossary can be accessed from within the content pane, by clicking on ''''Glossary'''' in the Horizontal Grey Navigation. All the glossary terms are shown by default, but can be sorted one letter at a time (e.g. A) clicking any one of the A-Z options on the top. Only the glossary terms beginning with the selected letter will be displayed. The user may selected another letter simply by clicking another letter. To view all the terms again, click on ''''Full list''''

4. Citations

Citations can be accessed from within the content pane, by clicking on ''''Citations in the Horizontal Grey Navigation. All the citations are shown by default, but can be sorted one letter at a time (e.g. A) clicking any one of the A-Z options on the top. Only the Citations beginning with the selected letter will be displayed. The user may select another letter simply by clicking another letter. To view all the terms again, click on ''''Full list''''. 

5. Print

Any of the content pages within the Resource Library and the Resources may be printed. The print option icon can accessed from within the content pane, by clicking on the print icon in the Horizontal Grey Navigation. Any Resource once open/being viewed can be printed like other documents (e.g. Go to File, and select the print option).  The user will need to have a printer connected to the computer in order to print out the content pages.

6. Accessing Resources

Resources can be accessed accessed from within the content pane, by clicking on ''''Resources'''' in the Content Navigation Menu Area and or the right hand side Resource windows/boxes.

In order to open the Resources, the user can right click and open/ save the Resource and or double click on the file name. To open the resource files provided you will need MS Word, MS Excel, MS PowerPoint, MS Access, Acrobat Reader and a Zip program. Acrobat Reader 8, IE 7 and 7-Zip have been included for your convenience – see folder Installation Software.

7. Within the 12 Components section:

i. HowTo Guide

The HowTo Guide is primarily linked to the Component content pages. It is a standard navigation throughout all the Components that provide practical information and step by step guidelines on how to make a specific aspect of the Component functional. There are a number of guides noted and can be accessed from in the Content Navigation Menu in the Components or through the separate menu option within the left hand side menu.

ii. FAQ (Frequently asked questions)

FAQ is primarily linked to the Component content pages. It is a standard navigation throughout all the Components that provides both questions and answers. There are a number of questions and these can be accessed from in the Content Navigation Menu within each of the Components. The Answers do not appear at first, leaving the question only for the user to contemplate and then click on the question to view the answer. A second page ''''Questions with Answers'''' shows the questions and the answers together on one page and can be printed by clicking on the print icon on the top right of the page.

Closing the Resource Library

To Close the Resource Library, simply click on the ''''close'''' button or go to ''''''''File'''' and select exit.
