COMPONENT 1

  • HowTo Guide 1.1.  How to design an organisational structure for HIV M&E. This Guide provides the logical steps that need to be followed when designing an organizational structure for an HIV M&E unit, and when an HIV M&E unit needs to be incorporated into a larger organizational structure of a National AIDS Commission or similar structure. The organizational design principles mentioned here can be used for any organizational design (even non-M&E or non-HIV related). 
  • HowTo Guide 1.2.  How to create an organisational culture for and leadership in HIV M&E. The Guide provides general guidance as to how to improve the organizational culture in an organization so that it is positive about and motivated to be involved in monitoring and evaluation.

COMPONENT 2

  • HowTo Guide 2.1.  How to undertake a human capacity development assessment for the HIV M&E system. This provides step-by-step instructions on how to undertake a human capacity development assessment in an organization. Example assessment tools and guidelines are also referenced.
  • HowTo Guide 2.2.  How to develop a human development strategy and plan. Subsequent to undertaking a human capacity development assessment (of after human capacity needs are known), the next step is to design appropriate strategies for addressing human capacity needs. This HowTo Guide provides guidance on how to develop such a strategy.

COMPONENT 3

  • HowTo Guide 3.1.  How to establish and manage a national HIV M&E TWG. M&E TWGs are important partnership mechanisms, and their functionality often impacts on the quality of the M&E partnership in the country. Given their importance, this HowTo Guide provides information about how to establish an M&E partnership at the country level.
  • HowTo Guide 3.2.  How to plan for and undertake a joint HIV M&E mission/trip.This HowTo Guide is meant for development partner representatives specifically, especially those who are not based in the country. It describes how to organize and undertake a joint mission, as a mechanism to improve the coordination of M&E technical support.

COMPONENT 4 

  • HowTo Guide 4.1.  How to develop or review a national HIV M&E plan. An M&E plan is a ‘recipe book’ for a national HIV M&E system. This HowTo Guide provides step-by-step instructions as to how develop such a national HIV M&E Plan, as well as the most critical elements that should be contained in a national HIV M&E plan.
  • HowTo Guide 4.2.  How to develop a sub-national or sectoral HIV M&E plan linked to the national HIV M&E plan. If a national HIV M&E plan is already in existence, it is important to link a sector, a local government authority or a project’s M&E plan to the national HIV M&E plan. This HowTo Guide explains how to do this, and what is possible.

COMPONENT 5

  • HowTo Guide 5.1.  How to develop or update a multi-year, multisectoral and multi-level HIV M&E work plan. Such work plans form the basis for practical coordination and collaboration between government and development partners, and amongst development partner technical support providers. It enables government to be in the driving seat, and to GAMET has had a number of years of experience in developing these work plans, and shares the steps to developing these work plans with in this HowTo Guide.
  • HowTo Guide 5.2.  How to cost and mobilise resources for an HIV M&E work plan. Once developed, the work plan needs to be costed and resources mobilized for it. This HowTo Guide shares GAMET’s experiences in costing and mobilizing resources for such work plans.
  • HowTo Guide 5.3.  How to use a work plan for management purposes. After developed and costed, and resources mobilized for the work plan, it will increase the longevity and usefulness of the work plan if such a work plan is used for managing HIV M&E activities in the country. This HowTo Guide explains how to go about doing this.  

COMPONENT 6

  • HowTo Guide 6.1.  How to develop and implement a national HIV M&E advocacy and communication plan. Advocacy and communications for HIV M&E, in order to create a positive and supportive M&E culture, is of fundamental importance to having a functional HIV M&E system. This HowTo Guide shares experiences in how one could develop advocacy and communications plans for HIV M&E, as a starting point to creating a positive, enabling and supportive M&E environment in a country, or at an organizational level.

COMPONENT 7

  • HowTo Guide 7.1.  How to undertake a survey. This HowTo Guide sets out the process of undertaking a survey, which are needed for the national HIV M&E system.

COMPONENT 8

  • HowTo Guide 8.1.  How to design a new programme monitoring system for routine HIV monitoring data.This HowTo Guide is based on GAMET’s experience in the field of designing programme monitoring systems for HIV monitoring data from non-health facilities (i.e. non medical data).

COMPONENT 9

  • HowTo Guide 9.1.  How to undertake a supportive supervision visit. Not only should routine data be collected, but supportive supervision should also be undertaken for such visits. This HowTo Guide provides details around how to undertake such a visit. 

COMPONENT 10

  • HowTo Guide 10.1. How to develop a national, sub-national or sectoral database. This is a technical HowTo Guide for database developers, and it details a standard database development process.
  • HowTo Guide 10.2. How to manage a national HIV database development process. This HowTo Guide complements HowTo Guide 10.1. It provides information for the person who needs to manage a database development process.

COMPONENT 11

  • HowTo Guide 11.1. How to develop a national HIV research and evaluation strategy. HIV research and evaluation requires a strategic approach. For this purpose, this HowTo Guide focuses on the process steps required to develop a national HIV research and evaluation strategy.
  • HowTo Guide 11.2. How to develop or update a national HIV research and evaluation agenda. Once a national HIV research and evaluation strategy has been developed, the next step is to develop a national HIV research and evaluation agenda. The agenda is a set of unanswered research and evaluation questions that need to be answered.
  • HowTo Guide 11.3. How to set up an ethics committee for HIV research in the country. Supplementary to a research committee and coordination mechanism, ethics guidelines need to be followed. This process describes what is needed for ethics guidelines to be developed.
  • HowTo Guide 11.4. How to distinguish between research and evaluation. This HowTo Guide uses the CDC definition of research to distinguish between evaluation and research. It is a logical model that helps one to think through whether a particular activity is evaluation or research (the latter requiring ethical approval, the former not).
  • HowTo Guide 11.5. How to undertake a programme evaluation. This HowTo Guide provides links to other sections and resources, where the process of undertaking a programme evaluation is described in detail. The reason for not repeating the steps is that the process steps for such an evaluation is already described in other guidelines.

COMPONENT 12

  • HowTo Guide 12.1. How to practically use monitoring data for programme improvement (examples from the field). The area of information use requires a wide variety of skills – from data analysis, to report writing, data dissemination and communication skills. This HowTo Guide only provides examples of how routine programme monitoring data can be used to inform decision-making about HIV interventions.
