Monitoring and evaluation does not exist in a vacuum: its distinct purpose is to strengthen the ability of decision-makers to make well-informed, practical, relevant decisions about management and implementation strategies so as to improve their efforts.
Given the importance of the environment in which HIVM&E systems are being operationalised and the structures responsible for managing these M&E systems, there is some information in this Resource Library about the various grant making activities in which the NACs engage, guidelines to help NACs to coordinate their HIV responses better, and other information that is directly relevant to the HIV response itself (and thus indirectly to the way in which the HIV response is being operationalised).
