Introduction to the Handbook
 
This guidance on planning and managing for HIV results from GAMET’s experience advising policymakers and program planners about effective planning and programming, in which expectations of results are clear and explicit. It reflects years of coaching and teaching policy analysis, strategic planning, and program monitoring and evaluation, and the lessons learned from the collective experience of the Global HIV/AIDS Program advising on operations and working with colleagues to improve results-based planning, measurement, monitoring and evaluation in many higher and lower income countries.

How is the Handbook structured?

The Handbook has been divided into four sections, as follows:

Who can use this Handbook?

Countries, implementing partners and NGOs can adapt the guidance provided here for their own use and as appropriate to the situation. It is not intended to be guidelines; rather it synthesizes key information to underscore the results approach to strategic planning and to support its application.
