How is the Resource Library Structured? 

Resource Library Introduction. The Resource Library Introduction provides some background to the Resource Library focussing on why the Library was developed; what the goals are; who the intended audience it; how the Library is structured; what the intended benefits of the Library are and who developed the Library.

Section 1: 12 Components of an HIV M&E system. Twelve components have been identified that contribute to a functional, national and multisectoral HIV M&E system. This section within the Resource Library is assigned to detailing each of these components. Reference to each of the 12 Components is provided in standard sub-sections: Information, which includes definitions; goals and performance building blocks; benefits; lessons learned and methodologies; HowTo Guide/s which includes the purpose, objective and structure of the Guide with then provides step by step guidelines on how to make a specific aspect of the Component functional; FAQ, which include a number of common questions, together with answers, asked relating to the Component and finally resources; which includes a listing of all the resources provided within the flash disk that relate to the specific Component. Section 2: List of all 12 Component HowTo Guides. Within this section, each of the HowTo Guides that are attached to the "12 Components: HIV M&E Systems" (described in Section 2 above), are provided as a quick reference. The listing of Guides is linked to take you to the appropriate place within the section on the 12 Components to read the HowTo Guide or access the resources linked to the specific Component.You can also download a PDF copy of the entire Section 2, which includes all the Section 3 HowTo Guides, here.

Section 3: HIV Analytical Work by GAMET. This section of the Resource Library provides an overview of the analytical work undertaken and supported by GAMET, which includes: Regional and national epidemiological and response syntheses; Programmatic evaluations; Systems Evaluation; Service delivery evaluation (operations research); Cost-effectiveness evaluations and Value-for-money evaluations. This section provides links to access different resources relating to the analytical work undertaken by GAMET and their partners. You can download a copy of the text for this secton here.

Section 4: Planning and Managing for HIV Results. This section includes a handbook that aims to support countries as they formulate new HIV and AIDS policies and/or develop or revise their national strategy, by introducing an approach to thinking and planning that is guided by evidence and oriented towards results. The handbook is developed around specific guidelines; including an introduction to "Managing for Results"; providing a global context to HIV and AIDS; using evidence to ground the results cycle; applying the results cycle to strategy formulation; the HIV strategy document and conclusions. The guidelines are provided to for countries, implementing partners and NGOs to adapt for their own use and as appropriate to the situation. You can download the Handbook here.
